addressed which will affect your assignments. Also, PLEASE be sure
to make Ken Roberts aware of any changes in your address or phone
number when they occur. In addition,please let us know if you have any objection
to your email address,home address or home phone number being listed.
Please, unless you are in a witness protection program, advise your
email address if it is not currently listed on the roster.If a problem
arises, we can notify you, otherwise you may be wondering why you are
not getting assignments, unnecessarily.
We have taken those items which are ongoing, and relate to the requirements
necessary to insure 'GOOD STANDING', and moved them to a new 'POLICY' Link.
We strongly suggest that you consult that link on a regular basis to insure that
you satisfy NEISOA requirements. This will allow us to use the 'NEWSLETTER' Link

for officials interested in working the Patriot League for Alex Ivahnenko

The Annual Meeting for 2010 will be on August 1 at Bedford High School in
Bedford, New Hampshire. The ONLY acceptable alternate site(s)
will be Elizabethtown Camp or the National Convention in Lehigh, PA

The current letter of agreement with ECAC expires at the end of 2010. We will be
initiating talks for a new agreement in February of 2010. Any and all input from
our membership will be useful in developing that agreement. Please send your

2010 NCAA Rule Changes
The primary issue relates to handling perceived concussions. The sanctity of the
rules is subordinate to the needs of society, so that there will be specific instructions
coming out on how do deal with this situation
Recommendations from the soccer rules committee include a more restrictive card
accumulation formula for players and coaches who have compiled five or more cautions
in a season. Once a player or coach accumulates five cards in a season, he or she must
sit out the next game. Subsequent one-game suspensions are enacted once that player
or coach accumulates three more cards.
The rules committee, though, is recommending a 5-3-2 progression in part because
of membership feedback indicating interest for a more restrictive formula.
In other action, the committee:
Agreed that the head coach no longer needs to notify a referee of his or her desire
to protest before the referee signs the scoresheet. The coach has up to 72 hours
after the end of the game to file a protest.
Added language regarding “hesitation moves” or feigning and stop-start moves
by players taking penalty kicks. Inasmuch as the goalkeeper is permitted to dance
back-and-forth on the goal line and feign moves before the kick, the committee
allowed the same for the kicker; however, the hesitation move does not allow the
kicker to stop completely.
Agreed to streamline the rules book by removing a number of approved rulings
and combining Rules 12 and 13 under the heading of “Fouls and Misconduct.”

It has been decided that the 2010 NISOA convention will be hosted by the
Lehigh Valley Chapter and will be held in Bethlehem, Pennsylvania at the
Comfort Suites in South Bethlehem.
The dates are July 15-18, 2010. Additional information will be included in the next
NISOA Newsletter.

A Reminder. If you expect to receive an NCAA Rule Book or any other
Correspondence from NISOA, it will only happen if they have your
correct current address. If you have had a change of address in the
recent past, please be sure to notify us so that we can get that
information to the right person at NISOA.

NATIONAL REFEREE PROGRAM
We have a number of our officials who are current members of the
National Referee Program. We take pride in their accomplishments
and wish to acknowledge their achievement. On our roster, the
National Referees have the designation (N) alongside their name.

MEMBER NEWS
We have two members who are currently serving tours of duty with our Military
in Afghanistan. Steve Lunna (VT) and Michael Stultz (WME) are serving us and
would appreciate any email on what is happening back at home. Their email

We are sad to report that we have lost another member. Andy McConnell, a member
of NEISOA since 1979, with the Western Maine Board, passed away on
December 27, 2009. Our sympathies go out to his wife,family and loved ones.
